大分市に本店を置く合同会社PPS（サイト名「PPS-Life」、代表社員・吉岩勇紀）は、日本語サイトで「モナコのプライベートバンク」の口座開設を勧誘している。モナコを前面に押し出し、「個人所得税を課さない国」「クラスAフルバンキングライセンス」「年率最大8％の米ドル定期預金」と並べ、開設サポート料として税込16万5,000円を掲げる。 勧誘対象とみられるフォーブス・プライベートバンク・モナコ（Forbes Private Bank Monaco）について、モナコ金融活動監督委員会（CCAF）は2026年4月9日、モナコの登録会社でも認可先でもないと警告した。コモロ中央銀行（中央銀行警告文）も、違法オフショア銀行として列挙し、検察へ告発済みだと公表している。これらの規制当局の警告発表後も合同会社PPSは、フォーブスプライベートバンクモナコをモナコのプライベートバンクとして宣伝をしている。当局が否定した箱へ日本人顧客を運び続けるその外形は、詐欺の実行を容易にする行為として問われ得る。 金融庁は2015年、日本に拠点のない外国銀行の口座開設を銀行でない業者が有料で勧誘・取次ぎする事例を禁止し、「手数料や預金口座の開設資金を騙し取る詐欺である可能性が極めて高い」と書いた。PPSの公開表示は、その注意喚起が想定した形に重なる。 日本人顧客を送り込んでいる先は、各国の規制当局が否定した偽銀行である PPSの該当ページ（pps-life.co.jp/bank/private/）の見出しは「Private Bank in Monaco」だ。「本銀行は、モナコの資産家により設立されました」と書き、「金融拠点としてのモナコの背景」で所得税と規制と富裕層インフラを説明する。 ▲ 合同会社PPSのモナコのプライベートバンクを謳った口座開設勧誘ページ モナコ当局が許認可の不在を警告した主体について、「クラスAフルバンキングライセンスのもと銀行業務全般が認可されています」と謳う。景品表示法上の優良誤認を超え、管轄そのものを取り違えさせる表示である。 Forbes Private Bank Monacoが掲げるSWIFTコードFOPMKMK1XXXについて、商業BICディレクトリはステータスをPassiveとし、「This swift code should not be used as it is no longer active!」（このSWIFTコードは無効なので使うべきではない）と警告している（bank-code.net）。これは、当社が通常の送金業務ができないことを意味する。 もう１つの偽銀行への送客 同社がスポンサーする「ディマネー」のEurope Chartered Bank特集も、同じ順序を使う。ファーストビューは「国際的な金融ライセンスを保有」。銀行名は欧州を連想させ、略称はECB。このEurope Chartered Bankの銀行許認可の根拠としている発行元は、銀行許認可の発行権限を持たない詐欺的組織であることがコモロ中央銀行から警告文が出ており、コモロ中央銀行は刑事告訴を行ったと警告文で述べている。SWIFTによる送金業務ができないため、仮想通貨特化型の銀行として紹介をしている。 ▲ 合同会社PPS運営のディマネーのサイトより抜粋 これは説明不足ではない。管轄を後回しにし、高く聞こえる地名だけを先に渡す設計だ。詐欺幇助の客観面——正犯の実行を容易にすること——に当たるのは、この設計である。顧客が見る最初の画面で、規制当局が「うちの会社ではない」と言った名前を銀行として通している。 認識も、表示が推認させる。警告は公知である。警告のあとも、「正規銀行ではない」という本質的事実を認識しながら勧誘を続けた外形にある。故意を推認させる材料が、ページそのものだ、ということである。 中途解約は元本の30%を差し引く 合同会社PPSのサイト上に、金融商品取引業や銀行代理業の登録はない。「代行ではなくサポート」と繰り返し、特定の銀行を指名して16万5,000円を取る。FAQの奥には別の驚くべき記載がある。中途解約は利息なし、元本の30％を手数料として差し引く。預金保険の対象外で元本保証もない。先頭にあるのはモナコと年8％だ。 正規の海外口座を持つこと自体は違法ではない。確認は、モナコならCCAFの認可リスト、コモロなら中央銀行の正規リストに当たることだ。載っていなければ銀行ではない。すでに申し込んだ場合は、契約と送金記録を保全し、追加送金を止めたうえで、金融庁金融サービス利用者相談室（0570-016811）か消費者ホットライン188に相談すべきである。なお、本誌は吉岩氏に取材を申し入れたが、本稿時点で返信はない。 *免責事項：本記事は第三者の独立したジャーナリストによる投稿です。掲載前に証拠に基づく確認を行っておりますが、当サイトは本記事の正確性、完全性、または本記事の掲載に起因する一切の損害について責任を負いません。犯罪の成否は断定しません。*
